Erm, without wanting to spoil, all my solutions so far have been without either tension or elastic. I wouldn't even know where to start using that...
Perhaps that's why I spend such an insane amount of time on this one!

I tried the same solution (I think) and had similar failure and cost.
However I just had a massive brainwave on the bus this morning. Kalif BFC, prepare to be overthrown! (If my idea works, and also if it is actually cheap - it may just go unnoticed like ?rjan's awesome tensioned metal bar cannon).

The metal bar cannon was in one of ?rjan's solutions to "Esselukt II" - the A competition #6. (attached) He uses a tensioned metal bar and a piece of cloth in place of a tensioned piece of rubber!!
