Personally, when designed an A league level, I like to make two easy to solve problems, followed by a catcher that can be made in many different ways.
That formula works really well for me. Nobody gets frustrated trying to solve it, and having 3 distinct areas to tweak gives just enough tweakability to prevent identical solutions.
B league is the place for levels that are difficult or time consuming to get a POC.
