I dont think there is any point in discussing wehter the noncollision outside
the border was intended by HM (His Mjasty) or not.
I clearly see some of the problems with benefitting the phenomenon.
If we change the rules to legalize this - it wil make confusion - yes - as "what about the old medals and so.
THE SOLUTION is - lets give even more power to the hoster. Give him the opportunity to say... This is contest A 134, and benefitting the noncollision outside borders are accepted
If the host says nothing - the old rules goes as usual.
