I have completed Extra 1-8 within budget but Extra 9 has not appeared.

Am I missing something?

You need $9000 to unlock extra 9 and $10000 to unlock extra 10.

Open the Level.ext file with Notepad.

Yeah, extra levels are unlocked depending on your aggregate score in the main levels, not whether you have beaten earlier extra levels.
