Just click 'add an attachment' (above 'preview' and 'submit' when you are writing your post) and then follow the steps.
Once you have added an attachment you can then use that for your avatar and in your signature. to find the url/link for that image, you can right click on the image and (in firefox) chose 'copy image location'. I don't know the command for IE or safari/opera/etc
