Special rules:

In the middle you see the structure, which contains 16 cells.

1. If in any cell is located the same number of dillos of green and red, then this pair is a set-off result. Thus, the maximum amount of pairs will be 16. (in one cell may be 1 green and 1 red dillos, 2 green and 2 red dillos and etc.).
2. Please take into consideration that if in cell unequal number of green and red dillos, then this cell brings the overall result 0.
3. If players have the same amount of pairs, then will win the cheapest solution.

I'm at 10. This is a little too random for me

I somewhat agree.
Although most 'dillos are random, my last few have had to be 'worked in'.
I hope the POC has got 16 !!
